While Helene's outlook calls for it to head into the open Atlantic, Isaac will probably hit the Caribbean's Lesser Antilles Islands Thursday and potentially brush Puerto Rico, still recovering from last year's Maria, as a strong tropical storm later.

Coastal and inland residents from SC to Virginia have been advised that the risk of life-threatening flooding from Hurricane Florence is increasing, both from storm surge and heavy rain.

Large swells generated by Florence are already affecting Bermuda and portions of the East Coast and will continue this week. Florence now has maximum sustained winds of 115 miles per hour, and gusts up to 140 miles per hour, making it a major hurricane capable of doing "devastating" damage.

"We are preparing for the worst, and of course hoping for the best", South Carolina Gov. Henry McMaster said, adding that his declaration would allow state agencies to deploy assets quickly to the coast.

"If you see a business taking advantage of this storm, please let my office know so we can hold them accountable", Stein said. It is now located about 625 miles southeast of Bermuda, the U.S. National Hurricane Center said in a 5 a.m.

AccuWeather meteorologist Brett Rossi said the ground in North and SC and Virginia is already saturated from recent rains.

A rapidly strengthening Hurricane Florence chugged across the Atlantic on Sunday toward a possible direct hit on the U.S. Southeast late this week, triggering warnings to people up and down the coast to get their emergency kits ready, map out escape routes and fill sandbags.

The center also said that Hurricane Isaac has become the 5th named hurricane of the 2018 Atlantic season.

Florence became a hurricane Sunday with sustained winds of at least 74 miles per hour.

"I don't think many of us have ever been through a Category 4".

"Red, no-swimming flags are flying, and everyone must stay out of the water", Dare County Emergency Management Director Drew Pearson said. All three states have declared states of emergency.

On North Carolinas Outer Banks, Dawn Farrow Taylor, 50, was gathering photos and important documents and filling prescriptions Monday before heading inland.

Meanwhile, naval bases near Virginia's coast are also sandbagging flood prone areas and topping off fuel generators.

"The storm is strong and getting stronger", Gov. Roy Cooper said. The Navy planned to send ships from the Hampton Roads area of Virginia out to sea.

Florida-based Carnival Cruise Line re-routed its cruise ships.

Hurricane Florence has maximum sustained winds of 90 mph as of 11 p.m. Sunday, and is 685 miles southeast of Bermuda, moving west at 7 mph. With winds of 75 miles per hour, it's expected to strengthen a bit before weakening as it approaches the Lesser Antilles on Thursday.
